Scheduling Conference Held for Utah Death Row Inmate Ralph Menzies
Salt Lake City, UT — September 17, 2025 — A scheduling conference was held today in the case of Ralph Leroy Menzies, a Utah death row inmate who has been incarcerated for 37 years. The conference was convened to establish a timeline for an upcoming competency hearing.
Menzies, 65, was convicted in 1988 for the 1986 murder of Maurine Hunsaker. His execution had been scheduled for September 5, 2025, but the Utah Supreme Court halted the proceedings to allow for a reassessment of his mental competency.
His defense team has argued that Menzies suffers from advanced vascular dementia, which may impair his understanding of the punishment he faces, potentially rendering him ineligible for execution under state and federal law.
The competency hearing is now scheduled for December 9–12, 2025, with Judge Matthew Bates presiding. The Utah Department of Health and Human Services has been ordered to complete Menzies’ mental evaluation by the end of October. A ruling is expected within one to two weeks following the hearing.
The case has drawn national attention due to the ethical and legal questions surrounding the execution of inmates with severe cognitive impairments. Advocates and legal experts say the outcome could have far-reaching implications for how the justice system handles death row inmates with serious mental health conditions.
