CLOVIS, N.M. — Authorities in Clovis have arrested a young mother and her boyfriend in connection with the death of their 1-year-old son, just weeks after the child was returned to their care from foster placement.

On Sept. 10, police announced that Donna Phillips, 22, and Onesimus Skywater, 33, face charges of Intentional Abuse of a Child Resulting in Death following a months-long investigation into the death of their son, Calian Skywater, in November 2024.

Calian was rushed to Plains Regional Medical Center on Nov. 27, 2024, after being found unresponsive. Doctors documented “extensive injuries” to his head, face, and arms. Despite emergency efforts, he was pronounced dead soon after arrival.

A preliminary autopsy revealed bruising on up to 80% of his body and signs of severe head trauma. A final report, completed in April 2025, concluded the toddler died from “major blunt trauma” alongside other significant physical injuries.

Phillips initially told investigators that Calian’s wounds came from falling out of a high chair and “rough play” with a sibling, but medical experts ruled those explanations inconsistent with the child’s condition. A consulting doctor determined the injuries were “diagnostic of fatal physical abuse.”

The case is drawing further scrutiny because Calian and his siblings had only recently been returned to Phillips’ custody. According to the New Mexico Children, Youth and Families Division (CYFD), the children were first placed in foster care shortly after Calian’s birth in 2023.

Phillips and Skywater remain in custody at the Curry County Adult Detention Center. Calian’s surviving siblings have been placed back into foster care as the investigation continues.

Chicago Woman Killed in Englewood Garage Fire Identified as Antoinette Congo

Firefighters were called to the 6500 block of South Damen Avenue around 12:30 a.m. on September 11 to extinguish a blaze. After putting out the fire, crews discovered Congo’s body inside. Police said she had been shot multiple times, including in the back of the head, before the fire was intentionally set.

A witness told detectives they saw a white work van with a ladder on top near the garage around the time of the incident. Several individuals were reportedly seen pouring liquid at the base of the structure before flames broke out.

Man Killed, Woman Injured in Late-Night Bed-Stuy Shooting

The incident happened just before midnight Thursday outside an apartment building on Lexington Avenue. Officers arrived to find a 28-year-old man with a gunshot wound to the head. He was rushed to Kings County Hospital, where he was pronounced dead. Police later identified him as Shyhemm Lee, nicknamed Oot Shiest, a Brooklyn resident.

A 23-year-old woman was also struck during the gunfire, sustaining a graze wound to her neck. She is listed in stable condition and expected to recover.

At the scene, detectives found a scooter abandoned on the sidewalk along with multiple shell casings. A News 12 crew counted at least 21 evidence markers spread across the street, highlighting the scale of the gunfire.

Investigators say two men were seen fleeing the area after the shooting. One suspect was dressed in all blue, while the other wore a gray shirt, light-colored pants, and dark sneakers. They were last spotted heading north on Marcy Avenue.

Residents say the violence, while shocking, is not new to the neighborhood.
“Hopefully, it could be a better neighborhood, it could be a better place. But this is not new,” said Virginia, a local resident.

No arrests have been made, and police have not released any information on whether the two victims were known to each other.

The investigation remains active, and authorities are urging anyone with information to contact the NYPD.

When officers and emergency responders arrived, they found 48-year-old Rebecca J. Williams of Wasilla unresponsive. Bystanders and first responders immediately began CPR, but despite their efforts, Williams was pronounced dead at the scene.

Investigators say the preliminary findings indicate Williams was walking in the middle of the roadway at the time of the crash. The school bus driver reportedly had no time to react before striking her. Police confirmed there were no children on board the bus during the incident.

The bus driver remained at the scene and fully cooperated with investigators. Authorities emphasized that, as with all fatal collisions, a thorough and extensive investigation will be conducted before a final determination is made.

Palmer Police closed Arctic Avenue between South Denali Street and Airport Road for several hours while they investigated. The roadway was reopened at approximately 9:30 a.m.

Officials extended their condolences to the family and loved ones of Williams, while urging drivers and pedestrians alike to remain cautious, especially during early morning hours when visibility can be limited.
